Finding these potential clients isn't going to be easy. There is just too much competition. They will search on google and pick one from the mappack with good reviews or one of the top organic results.
Why pay for something you don't need. Just use the free templates on WP and learn how to use blocks. Neither Build or builderius create clean code.
No idea what 'submit' is but if you want to be fully accessible don't use a page/site builder.
You don't need a website to rank in the mappack. GBP ranking is all about reviews.
If you want to do SEO on the website you need multiple pages. Google likes depth and breadth.
You really need to learn about marketing, AIDA, colour theory, calls to action, trustmarks, information flow, typography, content creation, image placement, landing page theory and everything else that goes into building and effective website.
If that's your requirement you will lose a lot of potential clients. Especially those who already have a website.
This is the most important part and the one that needs the most thought. How do you plan to seek out websites that could do with a bit of work?
Where is your website?
Upgrade your membership and get a website review. The responses may feel harsh but they are all made with good intent. I've had my many websites reviewed and implementing the suggestion made a big difference.

I was thinking about generating leads either from here or from creating a page that targets website redesign. Starting off by offering my service as a reduced rate or for free to build my portfilo.

Gutenberg blocks are not great at the moment. There is a plugin called Blockstudio that allows you to create clean html output. The free themes out there are not that good in terms of html and it'll slow me down in terms of adding css. Bricks and Builderius are better than the free themes out there IMO. I bought both Bricks and Builderius on life time deals. No extra cost to me. I'm also not keen on free template themes. I find theme to be restrictive and find myself having to create hacks to create a website. New website builders that I've mentioned do product clean htlm code. If I add a h1 the output is a h1, no extra divs.

You were right to question "on submit" I meant to say accessibility. People with a disability who find it difficult to use the internet. I want to make it easier for them. The builder that I mentioned allow me to do that.

The framework that I've decided to use is "problem agitate solution" The reason is that I want to address people's problems, show that I understand the problem and solve it. So for me it's about targeting the problem as supposed to target small businesses as an example. I'm looking to target those who are looking to come away from, say WIX and want a custom build.

I don't mind not getting many customers. I've got a full time job and don't want to compete on price. I want to offer a better quality website. 5 years ago as an example, google didn't include accessibility in the google insights metrics but it does now. I want to offer a better standard website than my competitors.

I don't have a website at the moment. I originally built it using Kadance and when I moved hosting, I decided to scrap it. I'm going to rebuild the website using Builderius. Once built, I will look to upgrade for sure. I don't just want to fly out websites, but I want to help customers build their online business. I want to grow as my customers grow.
I'm more than happy for critique, regardless if it's harsh. If anything, it's the best way IMO. While not compulsory, it may be an idea for people to use a framework like "problem agitate solution" to reply. Just saying a person is naive without helping the user to the solution doesn't help anyone. Just to stress you have not. There are some things that I may not agree with as an example, Kevin Geary. However, not a single person in my opinion knows everything. If we collectively share experiences and fill the gaps in knowledge, we can all prosper.
