New EU packaging regulations?

I've stumbled across some info via Instagram from another small business who pointed to new EU packaging laws that are either in place or coming into place soon that on the surface, seem to make it borderline impossible to ship from UK to EU if you're operating on a small scale and wanted to see if anyone else has seen this and/or what advice there might be for dealing with it?

https://www.ecosistant.eu/en/eu-packaging-regulation-e-commerce/

Since Brexit our EU shipments have dropped off to a just a couple of orders a day to various countries but now reading through the packaging directive above, it sounds like we're expected to have a representative in each country that we ship to in order to make sure our packaging is compliant with the recycling rules of each country but I don't for a moment understand how this is feasible for anyone operating a small or regular sized business on top of also apparently being required to provide different levels of packaging certification for different EU countries.

Have I completely misread these regs or is this something that's going to put the final nail in the coffin for it being practical to ship to the EU for us?

Thanks!

Apparently "Among other rules, by end of 2024, EU countries should ensure that producer responsibility schemes are established for all packaging."

Whether the countries that you ship to will do so probably remains to be seen.

It's very difficult to get to crux of what's needed for every country since the rule proposal seems to be different for each and it appears France and Germany have already implemented this which in theory could mean significant fines are possible for non-compliance as far as I can understand but it's a lot of regs to digest and it's certainly far from my area of expertise

I am afraid you will need to make enquiries in every country you export to and find out what their rules are, if they have any yet.
