Hi,

Is it possible to purchase databases of active UK mobile phone numbers?

I don't wish to purchase personal details or anything like that; although knowing what network each active number is on would be advantageous.

Hi OP

If you are thinking about sending out sms messages you should take a look at the EU Privacy and Electronics Communication Directive. Its an offence to send unsolicited sms message.

I suggest that you need to check the regulations before buying your numbers.

In the UK, Mobile marketing is very strictly regulated, however, companies do exist that provide high quality opted in data for marketing purposes. These companies can provide data lists numbering in the millions.

With the UK, Europe and other countries now with well over 100% mobile phone saturation, there has never been a better time to add SMS to your business.

The Buzz is quite correct. It is an offence to send unsolicited SMS messages under the PEC regulations, however, if an individual hs given their explicit consent and opted-in to receive third party marketing offers or contact via SMS then it is not 'unsolicited' and quite legal. You need to make sure that any mobile number you send out an SMS to has the necessary opt-in permission eg: date of opt-in, time of opt-in, source/url of opt-in and that the privacy statement covers third party marketing.

It is totally possible to rent fully opted-in lists of mobile numbers where this express consent has been given the individuals making up the list. In the event of a complaint it would be possible to provide the date, time and source/url of the opt-in. Failure to provide that information in the event of a complaint renders the SMS message 'spam' and a contravention of the PEC regulations which can carry a stiff penalty.

Now, as I've posted before, there are many sources of mobile numbers many of which are cheap and DO NOT carry the necessary opt-in permission. I thoroughly recommend using a bona fide, DMA accredited supplier and checking details on the file very carefully indeed. We do hold a mobile file, opted-in, that we collate ourselves from our own interaction with our customers and consumers in general, however there are many other suppliers too.

Simply, don't - stay well clear. Sending to non opt-in data is not only spam, but a total waste of your time and money.

Even if you purchase data that is opt-in via 3rd party (as in "contact me about similar products and services") it is highly dubious.

It is not hard to build your own opt in lists. Simply add a form to your website, collect numbers using paper forms at your point of sales, and of course print SMS text shortcodes and SMS-QR codes on all your marketing touchpoints and if you make the call to action compelling you will soon grow a list.

For example, in a takeaway print "Join our VIP club, text FOOD to xxxxx" on the window, on the food box, on your flyers, on the receipts - everywhere! In time you will get a list of people who have chosen to receive messages from you. Effectively an SMS text "fan club" for your business. You then pay around 3p per message to communicate with them, instantly at any time. Ensuring you include an optout path so they can leave your list.

Sending unsolicited messages - yes - illegal.

Sending messages to people who have chosen to receive them from you, with a valid opt-out link - totally legitimate, highly effective (more than any other marketing channel as you get 100% open rate, can link to any online content, track clickthroughs, measure ROI) and very welcome by the recipient.
