As i see it thats experience, training. You supposedly cant train to be intelligent, however you can train to be delia smith, bob the builder or an SAS employee.

 

I think the point is Sirearl is applying his problem solving skills (or intelligence) by recognising these people have the skills to help him survive/overcome difficult situations.
