Google is the most used search engine so Google must have the actual data for all types of search but I've never trusted the figures Google gives from its Keyword Planner tool, the data is rounded up, is way off reality and doesn't line up with other Google tools.
There are other tools that use the same data from Google's Keyword Planner tool via their API so that means that the other tools are off the mark too. There's ahrefs keyword tool that's well regarded which has a 7 days trial for $7 and that's probably the best of the bunch out there but always take whatever data you see with a pinch of sale and make your 'best guesses' from it.

The problem with local keywords is the volumes are just too low. There isn’t enough traffic to trigger the algorithm.
In any case, the google KW planner is an adwords tool and won’t reflect organic searches.
