Creating backlinks for your website is the most effective way for securing good search engine rankings. However it is essenatial to make sure that the backlinks are from authoritative websites; the domain authority and page rank of such website should be good. Only then the backlinks will be efficient.

Why is it essential? What will happen if the backlinks are from websites with no great authority?

The PageRank has to be high does it for the backlink to have any effect?

I'm suprised there hasn't been an 'official Google certified link building' package selling 10k backlinks yet... maybe someone has tried and failed

Yes it will work but not for long term. Try to invest $200 per month on your website on regular basis this will make your website ranked for long term. Article submission is also a good thing to get your website rank but its depends on article directory choose good article directory like ezine articles, hub pages, squidoo lens etc etc
