m where to stand and hand out the leaflets and pay minimum wage.
but....https://www.gov.uk/permission-to-distribute-leaflets
I'd never use leaflets again personally..
What was your leaflet strategy as a matter of interest?
If you mean you're paying someone to do it, either a leaflet distribution company (pay by the 1,000) or an individual (probably pay by the hour).
I would guess that by the hour might be preferable, you can tell them where to stand and hand out the leaflets and pay minimum wage.
I notice from the link that political leaflets are not required to get a licence, no surprise there
