You can set how often google crawls through a number of mechanisms.

Sitemap
Webmastertools

But, that is generally used to limit crawling ( not up it ) or to give priority to certain pages in the case of the sitemap.

Who knows, Google might use that meta information, doesn't look like it though, other spiders might use it, but if you feel strongly about not putting it in don't bother would be my advice, and get on webmaster tools for the domain and see if you can change in there.

You can ask google to crawl the site but that doesn't mean it will. There is a limit to the number of calls the google machine can make and if your site is way down the index with little new content then there is no incentive for google to visit.

Never seen this tag before and can't see how this would really help. Google visits sites often if they are constantly adding fresh content not because of a particular tag - I think someone is pulling your leg with this and it is a real shame that there are so many dodgy people out there taking advantage of the fact that so many don't know much about seo.
