That's hardly anything to do with the amount of RAM though, isn't it?
GTX1070 8GB vs GTX1080 8GB ...one costs ~50% more than the other.
For some manufacturers the RAM amount is the indicator of how they've laid out the card. 3GB doesn't always mean 3GB. 8GB doesn't always mean 8GB.


I don't thing power efficiency is better on the Intels now. Ryzen and Intel lines are on par at around 65/95 watts. Intel stock coolers are not at all absolutely fine, i don't think! :) Unless all you do is low powered stuff.
I've Prime95'd a few stock intels and they're fine. Loud, if you have your tower on your desk, but adequate, especially if the rest of the case has good airflow. As you said previously, the biggest issue is thermal join between sink and chip.
