do I need license for training agent???

I am going to set up a company to bring clients back to UK and organise relevant professional trainings which they require. We will not provide training services directly which will be from other training companies. In other words, we act as an agent. I am not sure if there is any regulations or legal requirements for this kind of agents. On the other hand, this agent will need to arrange accommodations, transport and travel activities for those overseas clients, as these will be part of their business trip as well apart of trainings. In this case, do we need to get any certificate or qualification to trade as sort of a travel agent?

Also we may need to make some investment overseas through this company. Is there any restrictions on the transaction?

Any thoughts would be appreciated.
