Confidential Waste

When putting papers into an office confidential waste bag, is it advisable to tear up the paper first or put the paper in still i one piece? I was advised that tearing the paper up gives a bit more security whilst it is in the bag and in transit, though I also heard that if paper is torn into small pieces it hinders the shredding process when the paper in the confidential waste bags are disposed of at a shredding plant.
 
All our confidential waste is put into a confidential waste bag which is later collected by an external contract company. I'm not sure if our type of information would be classed as "genuinely confidential", it's not really sensitive information but it is information that could identify people and their contact details.

    Look, mate. I realise that your confidence has been knocked by what happened recently. That is understandable. I also realise that asking for advice on something pretty basic is a very hard thing to do when your confidence has been knocked. But the best thing to do is to ask your boss in exactly the same way that you asked us. - I'm not sure - I know it goes in the confidential waste bag, but some people say to tear it up first and some say not to. What is best?
