You can host it yourself if you have an old spare PC which you no longer use, and it will only cost you the domain registration and your monthly internet bill.
Not saying he should... Saying he could.That's a silly idea.
1. Most domestic internet service providers won't allow this, check their T&Cs before doing or you could land yourself without internet connection (or more likely, some threatening letters).
2. Old PCs are not power efficient. The cost of running it 24/7 would probably out weigh the cost of just buying some web hosting.
3. Internet connection speed will be rubbish compared to being hosted in a proper data centre. When someone accessed your website they will be essentially downloading it from your 'server', this means they are taking it from you (upstream) and will only use your maximum upload speed, which in the UK is rubbish across the board.. could be as low as 2MB/sec... not so bad for a small website with no traffic, but you can forget about hosting large files or handling any traffic spikes...
4. Excessive usage of bandwidth could see you being throttled at peak times. You could possibly impact your internet speed used for day to day browsing/downloading.

Now its one small part of Godaddy.. sure thing support will start getting slower and slowerI have a customer who has 123reg hosting. I have been waiting 20 minutes for some one to pick.... still waiting.... I gave up.
