Adwords riddle

My business has a degree of seasonality. The percentage of business from organic searches/responses moves up and down reflecting this seasonality.

Not so with adwords.

Now we are in our "slightly off" season and yet not only has the adwords impressions/ CTR etc remained at the same level as our "high season" the number of clicks has actually increases during this period. This is not isolated but reflects how the Google PPC cost remains and the clicks keep on happening high no matter what real demand is.

Any answers to this riddle?

What are you sales from PPC doing? Do they vary?
