I've actually invested in Europages in that past, contrary to most opinions here.
Did I receive leads from it? Yes.
Is the quality of the leads better then from your own site? No
Does is provide an easy reach and help you increase your incoming requests? Yes

All in all, depending of the offer you were made and how much effort you invest into lead generation overall it might be a useful investment.
