it's a good idea but like any business start up you hav to do the research and see if there is a viable demand in the location you intend to operate in.
use social media to put mentions about your site in as many places as possible. search engines like to see how many links go back to a site and in this way make assumptions as to how 'popular' something is.
The current situation makes it a difficult choice, as you can get good deals on rents but of course retail is one of the hardest hit sectors in the UK right now.
