If this is the case that localised results are showing in natural listings then I have never seen or noticed it until recently, its interesting that 'plumber' and 'driving instructor' are serving localised results but not 'builder' or 'carpenter'
No this is new, never seen it before, although its possible that I missed this over the last 10 years I doubt it, and its showing only for limited search terms, did you search your end to see if you got the localised organic searches that I mentioned above?

I think Google intends only to stop updating the Tool Bar Page Rank indication, Page Rank is, and probably always will be, a key part of the ranking algorithm for them.

I love Google Plus but its a lonely place unless you have lots of your contacts and friends on it, facebook, twitter and linkin still have their place for now but in 10 years I would expect only 2 to be standing (Google + and Facebook after it buys twitter ?)
