I'm in the same sort of area and VAT registered since the 1st of January, and that's my understanding of it, although I'm on the flat rate scheme so I only have to repay the VAT at 9%. I work on commission and the UK and EU based companies paying me add the VAT, the rest don't.

Pages absolutely, but remember, no one really reads pages and pages of sold copy on the web. Make your pages snappy, use bullet points for the initial selling points then give surfers the chance to drill down to more indepth info if they need it.
You could just set up an Ebay store to test the water - that takes care of hosting and the software. It might be a good way of gauging potential sales before you invest time and money in the other options.
