Not the most elegant solution, but I did it by just adding a few new countries, so I now have "United Kingdom - Mainland", "United Kingdom - Highlands and Islands", "United Kingdom - Channel Islands", etc. Not foolproof as you are relying on the customer selecting the correct choice, but it works.

As above, long term the solution is to move to a better cart, I'm in the process of moving to Magento...

As Raw Bob, I've always managed by adding extra modules with a slight rename. Seems to all work ok.
I haven't added an extra module, I've added new countries. And then just increased the number of zones in the Zone Rates module.

How's that going so far?
Amazing, I love Magento. When I started my online shop around 10 years ago, ZenCart was the best (or only?) open source cart available. How things have changed!

What's with the Zen cart hate? My first site was Zen cart, and over the years I've just stuck with it, out of familiarity and satisfaction. If I ever need an add-on or template they are usually available, and plenty of developers out there should I need a change, or I can make changes myself.
Can someone tell me the benefits of changing away from Zen cart?

    I too first started with Zen Cart. It just isn't as actively developed as some of the other solutions. Today I wouldn't start out with a Zen Cart, today I would be looking at Open Cart, Magento or WooCommerce.

    Just like there was nothing wrong with a Moris Minor in its day and if you have one that you have kept going then good on you, but its not a car you would buy today for everyday use.
