Wordpress if need a great self updated cms system. (by the way wordpress is built in php )

If you referring to custom built php projects - then only go there if you need features that you can get on wordpress and you need to use api's etc.

You better off using php MVC framework like Codeigniter or Zend Frameworks - code will be much cleaner.

Find a Wordpress design framework and leverage the head-start you get, whether it's Genesis, StudioPress, Suffusion, or what have you.

Then extend using available plugins, adapting those to suit your purposes or developing your own to fit common needs.

If you don't need the extensibility of wordpress, the features and ready-made community of designers/developers, then don't bother. A handful of includes files and notepad editing the html/css - old school.
