WHY England doesn't need Solar Panel/ PV Module

As far as I know, there is few policy about solar energy in UK. WHY?
More and more European countries purse new energy-solar energy now. However, I fail to notice there is policy UK government launched to promote solar energy.
Does it matter to the weather of UK, which is seldom sunny, or something else?

Actually there is such a policy of promoting solar panel installations to generate renewable energy. One such policy is the feed-in tariff which is actually a scheme introduced by the government to pay you for all the energy you produce. Actually that is why I have decided to go thorough with such an installation and I am earning good money from it - around £800 from April till now. The best thing about it is that all the money you earn are linked to the inflation and are tax free. I have just posted the most recent check I received straight into my account.
