Where to find retail buyers for wholesale products?
Or where to find wholesale buyers to stock the products for retailers to buy?

I'd suggest same place for both. Trade fairs.

Next one possibly sometime in summer of 2021? Not entirely sure even the autumn ones will go ahead this year - depends if the exhibition centres will be open.

Why don't you let them find you?

SEO: You will need keyword research whether there are potential on search for the products such as 'product name wholesale', "product name manufacturers"
The search volume will be much less as there are quite low number of wholesale buyers, so even if Google will not show any stats you can do Google ads. I meant if Google will says there is no search traffic for the keywords, you can try ads and check it out.

So you can use Google ads(global or country based), and SEO(global or country based) as one channel.

You can be member in trade websites, directories in your industry.

You can use social media for the same purpose. You can also ads on social media.

Last but not least, YouTube. It's also a search engine itself but Google also shows results from YouTube.

Alternatively, cold call or email prospect buyers who you can find on search engines. You can try even e-commerce sites, some of them buy wholesale too. I mean, search for the product on the net, and you will find sellers of that product. Contract sellers where they buy the product and also add whether they are interested in wholesale buying of the product.

Enquiry numbers depend on market size, client types, etc.

For example we tried wholesale some car parts, but the problem was the buyers don't use internet much, rather use local suppliers.

But for another industry, it's the opposite, a client receives regular order from another side of the world, distance between client and customer is 12000 km.

As trade faies are already said, I added alternative internet channels. But currently you will not have trade fair option for a while.

And if we compare trade fair with internet marketing, again it will depend on industry but fairs are quite costly. Attending a fair as a company will cost you space, stand building, personnel costs, hotel, transportation of good and personnel, printed catalogs, etc. This is huge for a small manufacturers. On the other hand, trade fairs provide more connections in short time. Sales will depend on how competitive your prices and products are. If company can afford, I suggest both.

Join social networks and professional communities where entrepreneurs exchange experiences and look for suppliers. LinkedIn, for example.
Consider working with local or international agents and distributors.
List your company in online directories that specialize in your industry
