When do most of the consulting firms start opening up applications and interviewing candidates?

When should I start networking?I also wanted to know is there any site where I can find few business consulting videos for the new stuff am thinking to start .
I would be really great if you help me out with this.
Is there an accelerated process for full-time recruiting like there is for investment banking?
