It will depend on the work load that must be done on the website (service and client agreement) because every site has different SEO needs this will determine on how much it will cost for the SEO professional. Work load on progress which concerns the timeline, strategies, targets, adjustments, risk etc.

With regards to different workers doing different tasks, that's completely understandable and I would expect that to all be calculated according to the time spent by each person (the legal profession is quite a good example for comparison, and having had experience with it, their billing systems are all set up to charge different rates to the client accounts).

I think you misunderstood my point - If you successful at SEO and people request you because of that success you then choose premium client who pay more for higher results.
16 hours in a day you can work - if you (example) charged £10 an hour and made £160 its all good but if you had to spend a majority of that money paying others to work to increase clients results because they are in a more competitive market surely increasing your prices valid.
Price is not fixed when it comes down to it and some SEO value their time more than others. Most of them are usually the ones who do not outsource and do all the work themselves.

It really depends on how busy I am and how much earning at that time. Days that I was making mid £££ /day would ask £100/hour. If it is a low earning time can go for £20/hr. Also you can ask for Pay-on-results type of contracts. Confident SEO should accept this with some initial payment. I do this type of jobs sometimes.
