Depends on the specifications. A dev I work with would do this for under £500 if you provided all the content and the layout.

But....

Why would you want to do this? Building a site using anything.js just makes everything harder. Updating will cost you money and it's pants for SEO.

There are dozens of tools now that allow you to create such things with no technical knowledge. My fave is Replit.
