What is short order and stock service in retail industry?

Hi everybody, I just started manufacturing bags to sell them to retailers. And one of the retailers sent me an email saying "Your company must be short order or have a stock service." I actually don't know what that means. Does 'short order' mean I have to deliver the products very quickly as soon as they order? In that case, how short it should be? And does 'stock service' mean a kind of consignment sale? Please help me!!!!!!

Short order means you can supply within a couple of weeks as opposed to the customer having to pre-order and wait for several months.

And stock order means there is no delay at all because you are supplying products that have already been manufactured and can be delivered straight away.
