What are Glasgow Public Holidays and why is Monday 289th September one?
New Year - Wednesday 1 January and Thursday 2 January 2020
Easter - Monday 13 April 2020
May Day - Friday 8 May 2020 (changed for 2020 only to coincide with VE Day Anniversary)
Spring - Monday 25 May 2020
Glasgow Fair - Monday 20 July 2020
Autumn - Monday 28 September 2020
Christmas - Friday 25 December and Monday 28 December 2020

Is the 28th September one additional to the standard bank holidays?

"Scottish Bank holidays are set by Scottish Ministers and are the same across the whole of Scotland. Public or local holidays, on the other hand, are determined by local authorities and can differ between areas."

I assume that means different areas have extra public holidays additional to the bank holidays?
Yes that is a Glaswegian holiday. Rather than one across Scotland.
Think council staff having a day off - basically people do not notice.
What it usually means that the banks shut one Monday and the council shuts a different Monday. My local council abandonded most public holidays apart from Christmas, New Year and Easter Monday as part of a pay deal.
Bank holidays are identical in Scotland. If a bank vacation is on the weekend, a substitute weekday becomes a bank holiday. This would usually be the Monday after the original date.
Your employer will not give you paid leave on bank or public holidays.
We pay our employees for bank holidays over & above their annual entitlement.
Your employer will give you paid leave on holidays if you take it as holiday. Try it sometime.
Ask for Christmas day off using part of your leave.
However in this case the council have a public holiday, does not have to be a public holiday to people elsewhere in Scotland. It is not a bank holiday.

It's known as 'September Weekend'. Most regions in Scotland (certainly central Scotland) have it but not all at the same time. 29th Sept was the Glasgow one. Not a new thing. Been around for decades that I know of.
25 days holiday plus 8 bank holidays is how the contract is written. The employer is working on bank holidays but I get them off by taking the time off.
