Website developer/designer recommendations

Hello Everyone!

I am embarking on a new venture and would like to ask for personal recs for website designers/developers.
The type of site i need doing is not a straightforward simple one. It needs to have a lot of user functionality; forum, product ratings user profiles etc and also has a downloadable app that links to an online video store
What ballpark figure i should budget for.

depending on if you want to buy a template with those kind of features built in. or get a website company to build it for you..

a template using joomla (open source hosting platform) 200...

dedicated custom built website (a good one) 1400 +

I would recommend pc web services in Derby. They are in the process of building our new website. Fantastically friendly and very skilled.
