Are you looking for a designer or a developer? They're not necessarily one and the same thing unfortunately, in fact I've found very few developers who can design, nor indeed the other way around - jack of all trades, master of none unfortunately.

Depending on how important your site is to you I'd suggest working with a good designer (one who understands the web) and then finding a developer to put this into action for you.
