Firstly, are you sure that Google are charging VAT? As it's a B2b supply of services they don't need to but some companies want a VAT number as proof of being in business.
Are you VAT registered? If you aren't, then you can't claim anything.
If you are VAT registered, then Google shouldn't be charging you VAT. You have to account for it under the reverse charge process. You need to give them your UK VAT number. If they are charging VAT then it isn't UK VAT and cannot be reclaimed in the normal way.
Google are based in Ireland, as others have mentioned.
In January 2010, the VAT rules on cross-border B2B supplies of services changed.
If they know you are a business (usually by providing a VAT number, but other evidence of being in business is also acceptable) then they won't charge VAT. You will have to account for the UK VAT due (effectively paying and reclaiming the VAT due) under the Reverse Charge VAT rules.
If Google have charged you VAT, then it'll be Irish VAT because they don't know that you are a business.
