I'm importing some stuff from china and was wondering do I pay VAT twice. Once on the import and once on sale price? I will be dealing directly with the public.

Are you VAT registered? If you are, then you account for VAT on the sale price but can reclaim the VAT that you pay on import. Just like any other purchase and sale for a VAT registered trader.
If you aren't VAT registered then you will pay the VAT on import but no VAT on the sale
