In theory yeah but it's sometimes better not to look like you're trying too hard?
Wordpress will do this with the site title by default and it certainly doesn't do any harm - but I'd be wary of using it for regular links?

Use h2, h3 and h4 if you really want to signal some importance - but don't get carried away.

Create proper headings with a little summary of what the page or paragraph is about and then <h1> it. If you only <h1> your keywords the keyword density will for <h1> will fo through the roof. Optimising it in a right way will give you better rewards.

If you are going to do that. Put the anchor tag inside the H1 tag. The other way round is invalid HTML.

However if you are doing it just for Google, it is not good practice for SEO or page layout. You'd be better off spending your time developing content or gaming some crap links than concerning yourself with contrived HTML layouts.
