Been pointed in the direction of these $5 sites with offers to create backlinks, such as http://www.fiverr.com/users/jericower/gigs/create-4000-forum-profile-backlinks. I know it's only $5 but is it a scam?

Don't waste your money on this!
Chances are the links will be of little to no value, and are likely to harm your website ranking in the long run. Yes you may get the initial boost (if you are lucky) but Google will spot these links a mile off and will probably ignore the links anyway!
You never ever link them to your main site anyway?
There are a few i've come across on fiverr (and other sites like that, tenbux for instance) that seem like they might be worth it. There's 10 PR6+ anchor text links and 10 .edu and .gov links. What does eveyone think about these? links below:

So what do you link them too?
You create web2.0 / articles and use the link blasts to increase the strength of those pages. You can effectively make 100k site linkweb. Its all automated, take a few minutes work and does produce results.

What he said. Although it does take more than a few minutes to get the different web 2.0 bits setup if you want them to be half decent![]()
There are programs which automate these as well.

True, the pages don't have any PR themselves, but doesn't the domain rank count?

I wouldn't bother, it may not be a scam but the backlinks are probably going to get your site deindexed
So if i sign up the competition below me to these links they will be de-indexed?
You need to think logically. You can not controll who links to you.
Or better still, don't spamI have also heard about Xrumer and i agree with you RadiusBPO, using Xrumer on your main site can be considered as spamming , so its better to use it on a page where you have placed link of your main site.
