Tax/licence Question?

Hi all, new here and in need of some info. I have recently come up with a business plan with my bro in law, who is a french citizen and lives in france. The business will be an english based/setup business, with a little operarion out of france. My first question is, how would we deal with tax implications (english) will my brother in law, as he has no ties really to England? He has no english address or correspondence, the only tie is his half english/french wife who is also now a french citizen?!
Secondly although not really a finance ques, the business will involve the selling of alcohol in england. Will we require a licence to sell even if not consumeed in our presence? And finally can anyone shed some light on the importation tax side of things as this is a grey area for me also.

I believe anyone selling alcohol in the UK requires a License. Whether they consume on the premises is immaterial, you only have to look at Supermarkets/Off Licenses, they are all licensed.
If you are proposing to Import from France there are other HMRC import restrictions/rules
There is a double taxation agreement with UK & France, ie taxed in one Country, your not Taxed in the other (that's a very basic interpretation)
