Starting a local recruitment agency business

I am starting a new local recruitment agency and I as I had a security company ( dissolved) for the last 6 years I am only familiar with direct payment for self-employed employees.

I worked for a recruitment agency for few weeks, recently, and they were using a separate service for payment, PAY and all the deductions.

My question is what's the best payment service I should use, or should I use an accountant instead.
The other question is how important having an office before the company gets busy.

Get quotes from multiple companies that can handle payroll. Accounts are not the only people doing it.

Having an office? Not entirely necessary if you can have people working from home instead. However that is not always a feasible option and it will limit your ability to see clients and the staff you want to employ for your clients.
