small startup wants to issue shares

We are a small startup with two founders, each owning one share. We currently only make losses: we have no employees, customers, products, revenue or external investors. We adopted the model Articles on incorporation.

As others have volunteered their time and expertise, we want to find an efficient way to reward them:
  1. should we just issue new shares by resolution (inc. committing to issue new shares on achievement of performance targets) or is there a more efficient way?
  2. does a Company Share Option Plan just apply to employees?
  3. how important is it to have a Shareholders' Agreement?
  4. at what point do we turn to professional help (accountants, lawyers)?
