Small problem with ubercart and postage.

I only have about 40 items max, all are flat rate postage of £2.00 except 7 very light items that are free postage.

I have followed instruction s as far as I can but now it tells me to go to Site building > Workflow-ng. but I can't find it

Any ideas??
