Small business rate relief transitional period

Hi,

Hopefully somebody knows the answer to this, as even my own local authority who charges us the business rates doesn't seem to know! So, I'm moving into a property that previously qualified for small business rate relief (rateable value of £13,000), however, they never applied for this. Following the new valuations that took place, the property now has a valuation of £16,750, and hence has lost the small business rate relief. There is a transitional period until 2025 meaning that the amount the business rates go up is capped as a percentage increase if you had small business rates relief/

So here is the question - can I move in, and apply for the transitional relief when the former tenant never had the small business rates in the first place?

My understanding is from the date of the revaluation the transitional relief is automatic and just applied to your rates invoices and you don’t have to do anything. Seems a bit bizarre your local VOA don’t know the answer to your question
