Is it possible to create a new website that links with your old website?

Don't want to go into too much detail, but I have been advised NOT to link any new website since I could lose my position on google.

Not sure who's been advising you, but they are talking crap.

Linking out is not going to hurt your site ranking, especially not one more link. Take a look at the average Wikipedia page and count the number of outgoing links - they rank pretty well.

Follow those and everyone's happy.

Creating another website, just to link to your existing website is not a good idea and could hurt your ranking, if done badly enough.

If it's another service you are going to offer you might want to consider a sub-domain. This keeps your main website in tact.

Do you want your websites redesigned Or want redesigned along with new domian/URLs ?

Just be wary of you have two sites, same content there may be duplicate content issues within google

@Pet Nanny Not to sure what your trying to achieve? Do you want to move URL's or have another website running along side yours? If so you have to make sure the 2 websites differ in content as Google will see them both as duplicate content. And if you have been advised to create multiple websites with different keyword domain names then this is a huge no no.

Are you only wanting to link a new domain to an existing site? If so there is no problem.
