Same basics however the page is made.
Like the site - oscommerce (or derivitive) site I see.
My top 2 tips would be:
Use title tags. Depending on your software version you may be able to add title tags in the product descriptions, or use product title to fill pag title meta tags.
You may wish to use an SEO URL contribution. So you don't get the cPath=123 style links - but more like these:

There is little reason why there would be any difference from an SEO point of view but the developers need to take it into account when doing things url rewriting, dynamic titles etc.

If it is a user contribution, like a forum, you are a little bit more at the mercy of the users to set appropriate titles for a post etc to get the most out of SEO but it again shouldnt be a significant issue.

Try to increase keyword density using meta tags and optimizing image tags. You can also implement internal linking.

Depends on the size of the site and how the content is presented, but it's essentially the same process in terms of on page optimisation and site structure.

One of the main problems people can face with larger sites is the CMS producing dud pages with no content on them or other issues rising from small bugs. It's basically a case of quality control more than anything - it just becomes harder as the site increases in size, but if you plan it well from the start you shouldn't have too many problems.

To be honest, whether or not the site is static HTML or database driven is largely irrelevant for SEO - it's the size of the site and how the content is presented that's important - the technical implementation of that is really down to what works better for you.

A decent size database driven website does provide more opportunities for 'creative' internal linking.

It's reasonably straightforward to maximise link relevancy within the site and to also control the focus on your most important pages.
