Selling alcohol

I've got a friend who is in the process of setting up a ready made shot drink. I'm not sure it will take off but they do taste awesome so he's going to give it a shot. (no pun intended lol)

Anyway, he plans to sell it direct to bars / clubs / promotors etc.

Now I was under the impression that he would need a license for this and the premises he uses to mix them would need to be licensed, even though no selling would go on there and it would be made in his house. Or are the rules different if selling to trade businesses on their premises...?

Speak to the local licensing authority but my understanding is that wholesale to licensed premises do not require a license.

Will also need to check up on the "making it" aspect from both a licensing and general standards for being involved in the preperation/ manufacture of food & drink
