Roundsman

Hi

I'm thinking of starting a coffee/sandwich round but am being put off due to the street trading licence issue. As I'll be trading in areas controled by different councils I need to avoid having to buy 3 or 4 licences which would be very expensive.

I've been told by one council officer that if I were a "roundsman" there would be no need for me to get a licence. She said that a roundsman is someone who turns up at a site and takes the goods into the premises to sell.

Can anyone confirm this?

I'd get a second opinion about it if I were you.
Having dealt with various Council staff over the years,you can ask three of them who are in the same office and get three different answers.

rounds·man /ˈraʊndzmən
noun, plural rounds·men. 1. a person who makes rounds, as of inspection.
2. British . a person who makes deliveries, as of milk or bread.
3. Australian . a journalist covering a specific area of interest: a political roundsman.
4. a police officer who inspects the other officers on duty in a particular district.

I've had a look at a legislation.gov.uk -- /ukpga/1982/30#sch4
(sorry can't post URL's)

This confirms that a roundman does not need a licence but does not give a definition of roundsman. I presume this legislation covers all councils.

(2)The following are not street trading for the purposes of this Schedule—
...
(f) selling things, or offering or exposing them for sale, as a roundsman;


I've had a look a random selection of councils. Annoyingly, one council adds that roundsman selling food needs a licence. Some give a milkman as an example which to me indicates that there is no requirement to go into the premises to sell.
