Can a restaurant (a3 status) with a premises licence for the sale of alcohol sell alcohol to customers who are not consuming food, provided they had the opportunity to order food? Or can there be times in the day when I can still sell alcohol when my kitchen is shut?

    That’s an unhelpful and rather patronising response. Are you really a moderator of this forum?

    It was deliberate. In order to sell alcohol you must have both a premises licence AND A Designated Premises Supervisor. The DPS must hold a Personal Licence. In order to hold a personal licence the person must have got a relevant qualification, i.e. have been trained and passed an exam. Such a person would be able to know the answer to your question. As you DON'T know the answer it would be illegal for you to sell alcohol.
