release the goods

I have bought goods from Italy on the term (C&F-Amman) via Beirut port, the shipper stopped the goods in Beirut port & ask me to send him B/L from my bank to release the goods from the port , I am not prefer to send the B/L to the shipper since i have not any guarantee receiving the goods in Amman when the goods pass through Syria . on the other hand , my bank warning me to receive the B/L within two days ,otherwise the documents & the goods will be rejected & return to Italy .
Pls help me to write an official letter to the shipper to warn him to solve this issue .
