Recommendations for an online performance appraisal scheme

Hi, I'm researching my options for introducing an online performance management and appraisal scheme and wondered if anyone had any recommendations of any online systems thta are available.

We're a small (but beautifully formed!) organisation of 14 so need something that it simple to use and cost effective.

Any ideas welcome!
