I read the basic tools, cannot produce and print payslips. Are there any software I can use for this purpose, preferably also free? Or is there a DIY template?

I think Payroo is free and allows you to print payslips.

Do you think it will be possible to transfer over old EPS and FPS data from the HMRC Basic PAYE Tools to Payroo, in order to print old payslips?

"Payslips for PAYE tools" hooks directly into the HMRC database.
Google or Bing it.

Payroo I find to be a bit fiddly. I prefer HMRC Payroll Tools. With regards to payslips, if you are good with Excel you can make some pretty good ones. If you have more than 1 employee then perhaps a mail merge would work.
