Printing. how to do it?

I work for a Professional Building Consultancy in the Belgium. We produce a trade hand book of around 2500 copies per year. We are now being asked to join a large grouping and we would become responsible for around a total of 50,000 copies in 22 different languages over year by the end of year two. We generate the complete files 'ready to print' and the current scheme is easy but expensive especially as for some runs we would only need 150 rather than the 500 min we have now. I had though of China,India etc but what are the cost of setting up oueselves? The new handbooks would be around 100mm x 160mm full colour on 250 pages. Any thoughts!
