Placing 2 Ltd companies under a group to move money between them.

I have 2 companies, one is new and the other has excess cash which I don't want to pull out to avoid dividends tax etc, if I place both of them under a group, would this allow me to move money between them without writing loans etc? Any ideas/ advice would be great thank you.
