Somebody asked me to do a flow chart for their new large scale web project with big back-end to show what will be the perfect team from start to end. In other words they want to hire the right people.

Ok let me rephrase it:

What is perfect team for a large scale web project with large back-end development from start to end.
Like starting from perhaps PM > UX/UI > front end developer then >>

Still a little confused if you have a client that wants you to print this, surely they will provide you with the text they want for this (including what makes up their perfect team) and final artwork.

You probably want to start with a Business Analyst who can put in place the requirements. It's only when that is done and whoever is funding this has signed off those requirements, that it's possible to put together a project plan, and from that will come the resource requirements, ie the team.

Starting from a 'dream team' and hoping for the best is likely to lead to failure, or putting it more bluntly would be a good way of pissing money up a wall.

You have understood it right.
Actually they have the product ready, they just want to improve and make it more advance. It's bit old and there are only couple of people working on it since it's launched about 10 years ago.
