Penalty Charge Notice

hi all,

We are a security company and one of our clients wants to control the car park on site by using Penalty Charge Notices ( PCN ).

Does anyone know if we as a security company can issue these? or does this have to be done via an accredited parking enforcement company?

I didn't know there was any such thing as "an accredited parking enforcement company", hence such huge furores over the years with the cowboy clamper's antics. Another huge row blew up over private landowners using the DVLA to locate the vehicle owners by tracing who the registered keeper was by the number plate, claiming trespass and sending a penalty notice in the post, which was then taken to the county court in the event of non-payment.

Take more than a glancing look at pepipoo.

No parking company can issue a penalty. Only the courts, police, and councils can do that.

there are hundreds of parking companies issuing 'invoices' (which is all their tickets are).

Many many people are aware of this system of parking 'fines'. since watchdog etc, said 'dont bother paying', not many people have.

We use them at one site. Less than 5 % pay them. We put the ticket on and take the photos. If they dont pay, they get 2 nasty letters from the parking company, 2 more from the debt collectors, and then 2 from the solicitors (who are the debt collectors really).

Then .... thats it. the 'letter chains' are all posted all over the net, and more than a 5 second google reveals all to the person who got the ticket.


some of the larger companies have been spanked in court recently - loosing the drivers they took to court.

One has just been 'awarded' a £1000 CCJ for harassment - against them. Case taken by a driver who they wouldnt leave alone.



Get a barrier system installed for them, or a chain. Failing that, a few cones, one full of concrete !!!!
