This is a very basic question.I would like to upgrade to PP biz account, How do I do it ? Do I need set up an actual company etc. I have searched etc but would prefer to get an answer via this forum, Thanks happy to pay for this service.

Yes, you have to have a company. And from experience, if anything goes wrong with PP then forget it and bear the losses. They are useless but, unfortunately, useful.

Hi There,

No you do not need to set up an actual company in order to upgrade to a PayPal Business account.
With a PP Biz account you are allowed more benefits which you can see here:

We have used Paypal Biz for ourselves and for many customers over the years.....and the only issue that we ever have is that depending upon your spend through them....they will continually validate more and more information. Company numbers, VAT numbers, director information etc etc are all a minimum.....again depending upon your spend with them, there may be some exception scenarios.
